Subject to the provision of section 10, the provisions of Chapter 2 in respect of business and domestic refuse shall apply mutatis mutandis to industrial refuse: Provided that the provisions of section 8 shall not apply unless the owner(s) and/or occupier(s) of premises wishes to compact such refuse.10. Anything other than a vehicle deemed to have been abandoned in terms of section 14 of the Road Traffic Act, No 29 of 1989, is in the light of such factors as the place where it is found, the period it has been lying at such places and the nature and condition of such thing, reasonably regarded by the Council as having been abandoned, may be removed and disposed of by the Council as it may deem fit.26. Any person who contravenes or fails to comply with any provision of these By-laws, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding R1 000 or to community correctional service for a period not exceeding six months or to both such fine and community correctional service.30.
