“Minister”meansthe Minister responsible for public worksandtransport;

“financial  year”meansaperiodbeginning1stAprilofeachyearandending on31stMarchof the followingyear;

“Directorate”meansthe RoadsDirectorate establishedunder section3;

“Director-General”meansthe Director-Generalappointedunder section 10

(1);

“contractor”means  a personorbodyof personswhoundertakesor which

undertake toexecuteandcomplete constructionworks;

“Board”meanstheBoardof Directorsestablishedunder section5;

“bestpractice”meansadesirable andappropriate standard,process,

procedure,methodorsysteminrelationtothedeliveryprocessandinthe life cycle of fixedassets;

AnActtomakeprovisionfortheestablishment  oftheRoadsDirectorateas

abody responsiblefortheplanning,developmentandmaintenanceofroads asdefinedintheregulationsandcarrying         outofqualityassuranceforall roads.

procure  and  manage  contracts  for  development  and

maintenanceofprojects;

plan,designandimplementroadmaintenanceprograms

for allroadsunderitsjurisdiction;

(d)

prepare  proposals        and        designs                for  construction           and

upgradingof  allroadsunder itsjurisdiction;

plan,developandmaintainallroadsunderitsjurisdiction

andcarryoutqualityassurance for allroads;

The Directorate shall-

The Directorate shall,incarryingoutitsfunctionsunderthisAct,take

The Boardshallmeetatleastfourtimesayear andwhenever

Meetingsof theBoard

thissectionbefore histerminoffice expires,anorganisationshallnominate

anotherpersontofillthevacancyfor the remainingterm.

Where a nominatedmember vacatesoffice inaccordance with

referredinsubsection(2) (f) if itisnecessaryintheinterestofthe effective

performance ofthe functionsof the DirectorateunderthisAct.

The Minister mayterminate the nominationof a member

hasbeenabsent,withoutleave ofthe Board,fromthree

consecutive meetingsof the Board;

hasbeenconvictedofa criminaloffence andsentencedto

imprisonmentwithoutanoptionof a fine;

(d)

hasneglectedhisdutiesunder thisAct;

becomessophysicallyormentallydisabledthathis

disabilityrendershimincapable ofdischarginghisduties asthe member of the Board;

becomesbankrupt;

formulate,fortheMinister’sapproval,strategiesforthe

roadnetwork;

monitor the activitiesof the RoadDirectorate;

oversee the implementationof governmentpolicyon

roadsrelatedissues;

providing  the   Principal  Secretary  for   the   Ministry

responsiblefor  publicworksandtransportandtheBoard withinformationtoenableperformance tobe monitored;

Fundsofthe Directorate shallconsistof the following-
