Where u Lesotho Police Staff Association espouses the right of its members who feel aggrieved by the manner in which promotions had been processed, "loctts stundi" exists because the Police Regulations give the Association the right to act on behalf of the interests of its members. The locus standi of LEPOSA in this csse is derived from its constitution and from the Police Service Regulations. Locus standi must be expansively and purposively interpreted to accord with the dictates of the "rule of law."
The principle of the "rule of law" is "transcendal" and ubiquitous and should exist throughout all institutions of state under the Constitution of Lesotho. The high morale in the police service is embedded in legality, fairness, and justice to all members to all Police Service. Ary perception of patronoge, nepotism and favouritism should be discouraged.
