Court: The applicant has no claim of right to the relief it is seeking. In any case it cannot force respondents to afford it stop-order
facilities in respect of some loan scheme which is only at a proposal stage, see MM8.
Surely any government department has to go through certain procedure before it embark on a course of action especially one having financial implications. Now when without refusing to assist the applicants, they are asked for relevant information they adopt an attitude without justification that they are discriminated against. They then rush to court without further ado. This cannot be allowed.
I have no hesitation in dismissing this application. It has no merit whatsoever. The application is dismissed with costs.
